One debate among cat owners is whether they should allow their cats to roam freely outside. While this might keep the cat happy, it does provide two distinct drawbacks.

First, cats roaming outside are at risk of getting hurt by cars, other animals, and malicious people. Second, outdoor cats kill birds. While nobody cares if a cat kills a mouse or a rat, indiscriminate killing of birds is frowned upon by people who dislike cats.

So the debate will continue raging on whether cats should be kept inside or allowed to roam freely. Perhaps a better idea is to keep people locked up so the cats can freely roam around while the humans stay tucked safely inside their buildings.
