In Weymouth, Massachusetts, the city council is mulling over a law that would require cat owners to keep their cats on a leash so they can’t start off the owner’s property. Theoretically this law would keep stray cats from killing wildlife and defecating on other people’s property.

However keeping cats on a leash may be impractical and with so many cats roaming around, it’s hard to tell which cats are wild and which are simply running free but have a home. If you think keeping your cat on a leash sounds like a good idea, you probably don’t own a cat.
