Russia has one of the highest percentage of cat ownership in the world where 57% of households have a cat. Despite so many people caring for a cat, Moscow is known for being home to stray cats that must find a way to somehow survive Russia’s bitterly cold winters.

That’s why Russian lawmakers passed a law allowing stray cats to climb through the vents near a building’s foundation so they can find shelter away from the cold. To help these cats out, activists are cutting the grills so cats can have free access to shelter when they need it.
